Disable DNS server from dnsmasq by default

Dear all, In order to disable the DNS server from dnsmasq, I modify /etc/dnsmasq.conf and set port=0, but is there any easy way to permanetly disable the DNS server from dnsmasq?on every reboot the file /etc/dnsmasq.conf is overwritten and the DNS server restarted. (I’m running pihole as a container and it acts as DNS) thanks
