There were some troubles years ago with a previous 3rd party repo so this one was created.
The devs are a handful of individuals supplying qpkgs. You can reach the site admin here:

I would say they are safe. I have several apps from there installed.
Legit, yes.
Safe, that’s up to opinion.
QNAP has control over the apps that they develop. While I trust their apps when utilized on a LAN, I would not trust exposing any of them to the internet as their security reputation is not the best historically speaking (they are getting better).
QNAP does repackage 3rd party apps into QPKG’s, which QNAP does not have much control over, other than initial review of the app before its packaged. Use your best judgement when installing those. In my opinion, QNAP could improve these by keeping them current when 3rd parties release updates.
You can also find 3rd party/user packaged QPKG’s. I’d personally stay away from these since they are not supported other than by the community/community member (unless you know what the package is and how to support it).
Just wanted to add that several of the myqnap.org folks have a connection (or more) with QNAP and have a signing key so AppCenter trusts them
