I can only use external SAS SSDs for caching not for storage with a QNAP QXP-12G2E. If it works for caching there is really no valid reason to disable their use as a simple storage pool.
You mention a SAS card, but not the actual host for the card
The card is intended only for the expansion enclosures. That may be why the NAS isn’t recognizing the HDD.
But OP mentioned they can use it for caching, so it must be compatible on some level.
It’s a TS-673A with 32GB of RAM, 6x 8TB SATA Seagate IronWolf + 2x 1TB NVME Samsung 990 Pro. I can configure the external SAS drives as Cache, but now I could prove they work by relying on a workaround of assigning/dedicating the QXP adapter to a virtual machine and now I run an Unraid that sees all drives and it can access it all, so yeah, the drives and the hardware works, not just with Qnap natively for creating/expanding QNap volumes which kinda sucks.
That card does not show up on the compatibility list, just the SAS-12G2E
I would say open a ticket, if that card is on the list without caveats (like min BIOS version etc) then it should work.
I would love to purchase a QNAP genuine “home” SAS enclosure like the QNAP REXP-1000 Pro but it’s not available anywhere (not even used). QNAP REXP-1000 Pro | QNAPWorks.com So yeah QNAP forces options that don’t exist and artificially blocks anything else, and no I won’t install the rackmount options that have very noisy fans and that are very bulky and clearly not made for home use.

I think the only 3rd party enclosures QNAP supports, are some Segate EXOS JBOD’s
It’s nice to know it’s an option but I can easily find Rackmount SAS enclosures from QNAP used (quite cheap too) like the REXP-1200U-RP or the REXP-1600U-RP but… …from what I have read they are super noisy and meant only for datacenter uses and not for home. It will be sitting 12 inches from my head as I type this, so noisy options are out of the picture unfortunately. Although I’m curious since it’s the first I heard about third party options, does QNAP have a list of all the compatible options out there ? I could certainly check out such a list for options I had not considered before.
