When creating a new user there is a checkbox which when cehcked require the user to change password on first logon. But this option is unavailable when administratively changing a user password. Say after administratively changing a forgotten password by an administrator. When complex passwords are assigned, users tend to record it on post-its and etc and keep close rather than immediately changing it. So It will be a security consolidation feature as well if implemented.
