HBS3 has a bandwidth limiter in the settings, my guess is that’s where this would come into play.
Edit backup >Rules > Policies > Use Rate Limits
Ah sry, i forgot to mention that i have ancient TS-212 qnap, it doesnt have these settings …

scp 150MB file from my truenas to qnap, it says speed is only 6.5MB/s.
From windows to qnap smb transfer seems to be 45MB/s.
From windows to truenas smb transfer 100MB/s.
Seems like there is something fiddly between my nas´s
