Hi all, I am using a TS-264C with one system volume SSD drive, and would like to upgrade the size to larger one. Is it possible to transfer all the system setting and files to the new drive? How?

Convert it to a RAID1 and keep it a RAID1 in the future…easy upgrades and no issue on single drive failure

Disclose exactly the setup of your NAS, are we talking NVMe SSD or SATA 2.5 inch SSD?
have you looked at the Manual? " Changing the RAID type of a RAID group"
QTS 5.2 for example:

can you confirm that you have plugged in the second drive into the NAS when you check to see if the option was available to create a raid/migrate?
I cannot say for certain what the method is due to all my NAS’s have raids so I cannot replicate your scenario, or see similar options to you.
failing this you will need to explain your setup to QNAP support and see if they can help you set this second drive and add it to a raid1
Looks like the SATA disk is in a 3.5" slot. So unless OP is not planning to use any data in this NAS (on spinning disks) that setup is suboptimal
